It’s an abusive romantic relationship which is in and of itself a joke. She is obsessed with him. He broke her mentally just the right way to make her stick but he underestimated her worth. Every time she tries to impress him he gets annoyed because he sees it as a means to outshine him. Joker would rather her set her loose upon the world to wreak havoc than have her follow him like an adoring puppy. He just doesn’t like to admit how much he really needs her. So, no, she doesn’t deserve that but she’s submissive to his every whim because she wants to be. She has a chance with Ivy to be stronger and assert herself but she prefers to be his sidekick than the powerful villain she could become.

I think too much about these sort of things. I’ve put way too much thought into most everything Batman esp. when it comes to Harley Quinn, Poison Ivy, and The Joker.
